【Documents required for food import declaration】

1) Complete the "Import and Export Food Label Review Application" as required, indicating the application date, the applicant's signature and official seal;

【Tariff rate of food import declaration】

1) Food import tariff 10%----35% : Import tariff tax = CIF price × import tariff rate

2) Food import VAT 17%: VAT tax = (CIF + import tariff + consumption tax) × VAT rate (depending on the actual product, some products are 13% such as honey)

3) Consumption tax 10%: Consumption tax amount = ((CIF + tariff)/1-consumption tax rate) X consumption tax rate (depending on the actual product, some products have consumption tax such as red wine)

【Imported food consignee filing】

1) Imported food and agricultural products refer to food, cosmetics, food additives, food-related products, edible agricultural products and other products related to human health and life safety, as well as feed and feed additives, imported from Shanghai ports.

The consignee of imported food and agricultural products refers to the Shanghai local or foreign consignee declared during the import inspection of food and agricultural products, specifically refers to the buyer according to the international sales contract, including the consignee who has the right to operate foreign trade import and export and directly signs with foreign businessmen , and the buyer who signs a foreign trade contract with an enterprise entrusted by an enterprise without import and export management rights (ie, the "nominal" consignee).

2) The consignee of imported food and agricultural products shall apply for the record to the inspection and quarantine agency at the place of inspection when applying for inspection of imported food and agricultural products.

The consignee filing application for imported food and agricultural products within the jurisdiction of the Shanghai Bureau shall be submitted by the consignee; the consignee outside the jurisdiction can entrust an inspection agency to apply to the inspection department. If it has been filed at other ports, it only needs to provide Copy of record certificate.

The consignee of imported food and agricultural products after filing shall change the relevant information at any time at the original filing inspection and quarantine agency whenever new food and agricultural products are imported.

3) When the consignee of imported food and agricultural products applies for the record, he should fill in the "Application Form for the Record of the Consignee of Imported Food and Agricultural Products", and submit the following application materials (if the new imported food and agricultural products are changed, it is not required to submit): a copy of the business license of the enterprise ; A copy of the organization code certificate, a copy of the ID card of the legal representative; the quality and safety management systems such as the acceptance system for imported food and agricultural products, the recall of defective food and the management system for the flow of goods; Relevant entrustment certificates must be submitted; photocopies of the above materials must be affixed with the official seal of the consignee to be valid.

4) The consignee who has been reviewed by the inspection and quarantine agency and meets the filing requirements can obtain a filing number. 5) The consignee of imported food and agricultural products shall establish and effectively operate the purchase acceptance system and the defective product recall system, and establish a record system for the import and sales of imported food and agricultural products, and record the names, specifications, quantities, production dates, production or sales of food and agricultural products in detail and truthfully. Import batch number, shelf life, name and contact information of exporter and purchaser, delivery date, etc., as well as the receipt and acceptance of food and agricultural products and the flow of in and out, the records shall be true and shall be kept for at least 2 years.

6) When the consignee of imported food and agricultural products changes important information such as legal representative, industrial and commercial registered address, type of imported food and agricultural products, storage place, etc., it should submit a record application form and relevant materials to the original record inspection and quarantine agency in time to apply for the change.
